The toes and balls of my feet feel as if I have elastic around them.

While you don’t mention the presence of pain or tingling, one condition that tightness in the toes might possibly indicate is neuropathy (nerve damage).  In order to eliminate this possibility, it would be best for you to consult a podiatrist or other foot health specialist. He or she can help determine what is causing this condition and make recommendations for you to address it. One thing a foot health specialist can also do is check your shoes and make sure that the toe box is not too tight. This can cause compression of the toes and can produce the sensation you are describing. You don’t say if this feeling occurs when you are wearing shoes or when you are barefooted, but it is important to make sure that you are properly fitted in your shoes and that they are not too small.
