The bottom of both feet at times feel that they are on fire, I have been checked for diabetes and tests show that I do not have diabetes. I have been checked for circulation in my legs and it has shown to be good. What could be causing this? Could a back or neck injury cause this?

You don’t say what type of medical professional you have visited, but we would suggest that you consult a foot health professional. In your case, you may be best served by visiting a Doctor of Podiatric Medicine (podiatrist). He or she can help determine what is causing the burning sensation in your feet. Even though you indicate that you do not have diabetes or circulation problems (that is good news), the burning you describe is sometimes indicative of neuropathy or nerve damage, which can be caused by conditions other than diabetes and peripheral arterial disease. These include injury to nerves, underactive thyroid, certain medications, low levels of vitamin B12, and a number of other conditions. A medical professional is best equipped to provide a diagnosis and recommend treatments for your condition based on that diagnosis.
